Civil Services Examination

The recruitment examination for the IAS, IPS, IFS and allied central services. Three stages spread across roughly a year.

What it is for

The Civil Services Examination recruits officers into the Indian Administrative Service, Indian Police Service, Indian Foreign Service and a range of other central services. It is a recruitment process rather than an academic qualification, and the whole cycle from first paper to final result runs across about a year.

Conducted by Union Public Service Commission.

How it is structured

  1. Preliminary examination

Two objective papers. The general studies paper decides who proceeds; the aptitude paper is qualifying only. Prelims is purely a screening filter — the marks do not carry forward to the final ranking.

  2. Main examination

A series of descriptive written papers including essay, general studies and an optional subject. This is where the ranking is substantially decided, and it rewards structured writing under severe time pressure.

  3. Personality test

An interview before a board, assessing judgement, awareness and coherence rather than factual recall.

Who it is for

Graduates from any discipline. Eligibility, age limits, the number of attempts permitted and category relaxations are set by the Commission, differ between categories and are revised from time to time — take them from the official notification only.

What preparation involves

Serious preparation usually runs over one to two years, and the defining difficulty is breadth rather than depth. The most common failure is reading endlessly without ever writing under timed conditions, because the Main stage tests whether you can construct an argument in a fixed number of words, not whether you recognise the topic. Answer writing practice, started early and reviewed honestly, separates candidates more than additional reading does.

Two things about this examination are worth internalising early.

First, prelims marks do not count towards your rank — it is a gate, not a score, and time spent optimising beyond clearing it is wasted. Second, the exam is mostly a writing test. Candidates who spend a year reading and a month writing consistently underperform those who write throughout, however much less comfortable that is.

Because the cycle is long and the failure rate high, having an explicit view on how many years you are willing to give it — decided in advance, calmly — is part of preparing well.
